Offline testing

About this issue

we implemented a feature a long time ago, that would enable consultations be be finished even if the internet went dead mid consultation. What would happen is that if it detected that the internet was down, it would let you know but allow you to finish the consultation, and save it as a draft(not complete it since that would require other online features) and then once your connection is back it would upload the final consultation, comparing this offine cached data and then updating the consultation. This was implemented a long time ago and have never really been tested that it still works, as many changes have been made since then. We need to do a pass on it's current implementation if good test it ad we can close this task, if not, strengthen / update it, test it and close this issue
